Tenant-config view over KafkaLogicalClusterMetadata.

Null-valued overrides are not supported: an entry in lcm.configOverrides() whose value is null is dropped (and logged) rather than threaded through to TenantConfig. TenantConfig/ConfigDef validators expect non-null values for typed keys, and "explicit unset" is not a distinct state we represent — a tenant that wants the default simply omits the key.
