extends CreateClusterLinkPolicy

CPC-specific create-cluster-link policy.

Extension point for CPC clusters whose cluster-link creation validation needs to diverge from the Confluent Cloud behavior implemented by CreateClusterLinkPolicy. It currently inherits all base behavior unchanged; CPC-specific differences are added here as overrides so the Cloud policy stays free of CPC conditionals.

Activated by pointing create.cluster.link.policy.class.name at this class on CPC clusters; the controller loads it via config.getConfiguredInstance(...).
